
Agent Quality Framework (AQF)
ICS London formally endorsed the AQF pledge on 7 April 2026, demonstrating our dedication to maintaining high standards in the recruitment of international students.
The Agent Quality Framework (AQF) provides a range of tools aimed at improving the experience of international students who work with education agents and counsellors when applying to study in the UK. Its purpose is to ensure that agents and counsellors possess accurate knowledge about the UK as a study destination, along with a clear understanding of the UK’s visa and immigration processes. This helps protect and strengthen the UK’s reputation as a leading global education hub.
The AQF is built around four core principles:
- supporting student choice and informed decision-making
- maintaining strong governance and professionalism among agents
- encouraging ethical conduct, expertise, and ongoing professional development
- enhancing transparency and accountability
The framework acknowledges the important role that agents and counsellors play in guiding and supporting international students throughout their journey to study in the UK. It also offers guidance and quality assurance resources to strengthen collaboration between UK education providers listed as licensed student sponsors and their agent or counsellor partners.
